Understanding the FAA Selection Process
Federal hiring is not one universal sequence. A useful general model is: application → eligibility/qualification review → evaluation → referral or non-referral → hiring-manager consideration → assessment/interview when applicable → selection/non-selection → tentative or conditional offer → pre-employment requirements → final offer/onboarding.
4.1 Eligibility and Qualification Review
HR first determines whether the candidate is within the permitted applicant group and whether the application demonstrates the minimum qualification requirements. Education substitutions, specialized experience, certificates, and other standards are applied according to the announcement.
4.2 Evaluation and Referral
Qualified candidates may be evaluated using questionnaires, assessments, category/ranking procedures, competencies, veterans’ preference where applicable, or other methods stated in the announcement. Referral means the candidate is sent forward for consideration; it does not guarantee an interview or selection.
4.3 Assessments Are Position-Specific
Preparation should therefore begin with the evaluation language in the specific vacancy. Identify whether the announcement refers to an online assessment, questionnaire, interview, technical exercise, or another method, and prepare for that stated method. General FAA knowledge can support readiness, but it should not be treated as a substitute for occupation-specific instructions or assessment preparation.
Do not assume that every FAA applicant takes the same exam. Air traffic control uses a specialized selection pathway. Other vacancies may use occupational questionnaires, technical assessments, writing exercises, structured interviews or no separate test beyond the stated evaluation process. The assessments in this guide are preparation tools for the knowledge and competencies taught here; they are not represented as a universal official FAA examination.
